The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are waged: positive announcements are delivered from various governments. Significant resources is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from across the border, a ability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably delivered by allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Soon after, a automatic firearm opened up on a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

With pauses, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The 28-point plan from American leadership generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This pattern will, no doubt, persist.

Political Considerations

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise well known to international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unfeasible to compel Moscow to abandon the territory that it already controls in Ukraine's south or east.

The problem is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from assuming that the status quo will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a complete military breakdown until situations evolve in its favour.

Present Conditions

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
